I wonder whether this under estimating has no reason in what Simon above touched on, increasing usage of its "brownfield" areas...it's always easier to get building permission on piece of land which seemingly has no use. I personally see many parts of Lewisham good for wildlife, with its gardens, amount of foxes talk for themselves (they don't live on rats only).
